When you Alt+Enter on the DLL, it shows 7.1.0. That's the DLL provided on rarlab.com. Maybe it was set incorrectly in the version info resource?

No, 7.1.0 seems to be correct. Indeed that's how I handle version numbers too - 7.01 is 7.1.0, and 7.10 would be 7.10.0.
