Do not ask for selection of vertical bar durin initial setup if not visible

During the first startup of TC 11.03 it first opens the Configuration dialog and afterwards lets one select the button bar to use. I typically deselect both options in Configuration -> Layout
- Show button bar
- Show button bar 2 (vertical)
Regardless of this, I am afterwards asked what button bar I want to use.

Would it be possible to not ask me which button bar I want to use if both options are deselected during initial startup?

I know this happens only once for each PC. But as I tend to install TC on quite a few PCs and on some rather often [whenever I have to reinstall Windows], this would be a quality of life improvement.

It still makes sense to ask for the default icons because they are also used in the main menu.
