File list scrolling additional lines when the drive combo box is hidden

I also noticed that when the selected entry is partially visible at the bottom, clicking it once scrolls it fully into view. Because of this a double click doesn't work on the entry when it's only partially displayed at the bottom.

This scroll is caused by Windows and cannot be fixed. The best thing I can do is ignore the double click, and that's what I do.

Why ignore it? Would it sometimes cause navigation to the wrong folder otherwise?

Yes, it may jump by more than 1 line.
