Using cm_DirectoryHistory, press to open the list, press again to not close. cm_SrcOpenDrives also has this problem.
Can it be like cm_DirectoryHotlist, press to open, press again to close?

Using the same command to open a dialog and close it if you call it again it called a toggle, and none of the command you refer are toggle.
In the case of history, drives, hotlist, if you click anywhere outside of the "popup" or press [ESC] it close automatically. It has been like this since decade.

If you click on a button with command cm_DirectoryHotlist while the directory hotlist is still open, it will close the directory hotlist and then immediately execute cm_DirectoryHotlist again, opening another directory hotlist.
