I'm not sure if this has been reported yet, I tried to use the Search function on this forum, it finds a lot, yet the issue that I have is there since Total Commander 10.0 as far as I remember, can be even sooner like 9.0 or so...
Currently I'm using the latest version...
When having the main directory open in Total Commander, meaning C:\ or D:\ (second hard drive), when right clicking, to make a new folder under C:\ or even under D:\ , Total Commander doesn't seem to like that behavior and hangs, every single time.
My only work around is to open an existing folder under C:\ or D:\ and make a new folder in that already existing folder, than move that new created folder under de main directory, C:\ or D:\ of any hard drive on the computer. It's a little annoying to be honest and I have tried to change some settings under options but the problem persists.

Right-click menu hang problems points to shell extension problem. You need to check your shell extensions. One of them is probably causing this.
You have never used the F7 NewFolder button or typed "md newfolder" ?

Does TC hang right after you have right-clicked, or is it wen you go into the New submenu? Anyway - it seems that there is a bad shell-extension in your right click-menu for the root of drives. Search for Shell extension here on the forum.when right clicking, to make a new folder under C:\ or even under D:\ , Total Commander doesn't seem to like that behavior and hangs, every single time.

Yes, this tool allows you to temporarily disable right click menu extensions to find out which one causes the hangs. Here are the instructions:
- Download ShellExView:
https://www.nirsoft.net/utils/shexview.html - Start it. If using Total Commander 32-bit on 64-bit Windows, you need to choose menu Options - Show 32-bit shell extensions.
- Sort the shell extensions by type
- Disable all context menu shell extensions one by one (you can hide/keep those belonging to Windows, they are usually OK).
- Continue until Total Commander stops crashing
- Now you can re-enable the extensions which don't cause any problems
