Let's think logically. Even if the topic author didn't use a mass-change, the replacement or setting doesn't cease to be a replacement or setting. Obviously, the old value will be replaced with a new one, rather than added, since adding is a different procedure and a different concept that would be reflected in the interface. This is a simple and obvious logic for any user who has ever dealt with replacing or assigning anything to files, including attributes. "Hundreds" of curious TC users, if they appear at all, will never use it even after reviewing it due to the narrow specifics of the issue, so this detail will not bring them any benefit.
There is no native sorting by selection in TC, but the chain of commands I proposed with additional edits does it. For specific folders, this solution doesn't seem painful to me. It makes no sense to apply it to all folders without exception, where there may be comments.
