I have always installed tc and i have always seen this option but i have never understood it
can i know how can tc protect the program folder?
is there an windows 7 option or does it run acl command line?

Yes, the installer modifies the ACL. First it removes authenticated users, and user "Everyone" from the existing ACL.
Then it re-adds authenticated users but restricted to read and execute rights. And it also adds full access for the current user, unless it's set to write protected for all with /W2 option.
