I think this is rather an individual thing.
TC Plugins Manager says I have 116 plugins right now, and as long as I keep them, all of them are must-haves for me.
And there are also some tens of standalone tools and scripts.
However, I believe that for any user that utilizes the contents plugins the wdx_guide tool would be one of the universal must-haves.

For me lister plugins are essential.
One of the most useful is ulister which uses "Outside In Technology" (OiT) © Oracle, it is a powerful document viewer which can open more than 500 file formats.
