I hoped I could found the answer in totalcmd.inc, but it seems I failed
Does anyone know the answer?

As workaround you can use a button:

Command:notepad
Parameters:?


Then there would popup a editbox with 'command line parameters?' where you can insert the filename. Thus notepad will tell you that the desired file does not exist and if you would like to create it.

You may have a look at the help too:

[F1]->User Interface->Button bar->Dialog box to change: Parameters

It's amazing what one can do with the buttonbar.
