Please read the readme and either adjust the path to the mentioned dll in IETotal.ini or copy it to the location where plugin is to be installed.

If the last possibility doesn't work use Plugins Manager instead:

It's better suited for plugin installations than the default one. It allows easily deactivating plugins, changing configuration, etc...
