How to create a TXT file in current directory?

Does TC only have commands to create a directory (cm_MKDIR) and to create a shortcut (cm_CreateShortcut)?

How to create a TXT file in current directory with a hotkey?

1. SHIFT+F4
2. enter desired Textfilename
3. press Enter (the Textfile will be opend in your standard Editor)
4. voilá
