I just upgraded to a new computer system and just realized that TC no longer opens the left panel to the "last used" subdirectory.
If I look at WINCMD.INI, the "path=" line does show the current directory for the left panel but for some reason the left panel always goes to the root of my "E" drive rather than the subdirectory in "E" shown in the INI file. The right panel on the other hand works perfectly fine!
I hope the answer isn't too obvious.

some ideas:
1. Press help/About Total Commander and compare the path of the ini file shown here to the one that should be used.
2. Start Total Commander like this: totalcmd.exe /L=E=Yourpath

just 2 ideas :
1) which options did you check in configuration -> options -> operation -> save on exit ?
2) do you look at the active wincmd.ini ? (may depend on the user)

Yes, I have it set to "Save on Exit".
I'm the only user and the WINCMD.INI I'm looking at is the active INI.

The paths shown in "About TC" point to the INIs that are active.
I will try Option 2, but I don't see why I should have to do this as the left panel subdirectory is defined in the INI file.

Problem solved!
In the Startup Line I had TC pointing to a startup directory that didn't exist! (I had renamed that subdirectory).
Once I erased that erroneous directory the right panel started working again.
Thanks to those who offered suggestions. Lefteous got me looking in the right direction...
