To execute a packer associated file with the external program press shift+enter.
It would be nice to choose the packer plugin inside TC.For now you can change which one is used by changing the order in wicmd.ini (under [PackerPlugins]).

TC Plugins Manager
http://www.totalcmd.net/plugring/tc_plugman.html
PluginManager
http://www.totalcmd.net/plugring/pluginmanager.html
The first one needs a restart for most of its actions, the second is a filesystem plugin that allows some tweaking of plugins and doesn't need a restart as far as I know.None however allows for changing the order of packer plugins.

Aezay TC Script Editor
http://www.totalcmd.net/plugring/tcscript.html
This might work,it allows you to do scripts with internal TC actions-I haven't used it much however, someone more experienced with it should be able help you.
