With an emphasis on Europe which route/travel planner software would you
suggest? Which do you think is the best out there? Is there any freeware
application available on the topic? Of a secondary importance, are there
any web-based tools of good content?

I prefer Map24 . It is web based and has a comfortable interface.

One of the best, if not the best, is from Michelin:

Map24 often gives outdated information, that's why it's mostly placed on the last positions in several tests.

At least in my region (Germany/RLP/Mainz-Bingen) Map24 is much more actual ;) . New streets which were build at least two years ago don't exist in viamichelin, but in Map24.
