Well, I heard everything but this is the first time I hear something like this.
Can you explain me, please, what is so difficult in "user mode" ? Can you also explain me, what do you find easy in programmer's field, talking about advanced programming concerning Win API and alike ?
Copy from desktop -> Error copying files

Take Explorer as example. As you possible know Explorer copying works using copy & paste. If you select for example the nethood, the recycle bin and and two filles on the desktop the copy command is deactivated.
I'm quite sure there are many ways to transfer this solution into the Total Commander world and of course completely different solution are imaginable. You have just picked a single one.
All I wanted to say it's not a simple function to call to find out which way is usable.
