Mp3Tag v0.95 not working & can't figure out why

It used to work last week when I was still using W98SE, but this week now that I've upgraded to W2K Pro it doesn't. Can anyone help please?

OS = W2K Pro

TC v5.51

Mp3Tag plugin v0.95

mp3tag.wlx located in C:\Program Files\Total Commander

wincmd.ini contains:
[ListerPlugins]
0=C:\Program Files\Total Commander\mp3tag.wlx
0_detect="ext="MP3""

lsplugin.ini contains:
[mp3tag]
language=mp3tag_english
oggshowdetails=1
mp3showdetails=1

I have closed & re-started TC after making all config file changes.

With these settings, an MP3 file with ID3 Tags is played when pressing F3 instead of launching the viewer plug-in.
