Quite rightly so !! Imo only OS-related things belong in the Windows or System dirs. No 'alien' ini's or dll's.
Now it's a mess. I'm glad that TC gives the opportunity to choose a proper place for wincmd.ini which is, of course, its own root, because that's always the first place to look for it by the system anyway. And it gives survey.
Now I wondered, because I can't recall, is this choice during the setup of TC as a default enabled for 'own dir' ?
Because it should.

Thanks for the bugfix on unc paths in the owner* fields
There is a problem left. If the owner is a non-existing user/group nothing is displayed instead of the SID.

I knew Majkinetor couldn't have made that question. Stop using that avatar, please...
Anyway, FileX is not a filesystem plugin, but a content plugin to show custom columns. Once installed, you must right-click on one of the panel columns, then select custom columns from the menu, and the you select what columns to show.
Good luck!

It is nubmer of file extents in fragmentation meaning. I use it for detecting files with high fragmentation level (depending on filetype more then 15-20 extents).
