So what will happen if you will use fresh ini?
TOTALCMD.EXE /N /i="C:\temp\test.ini"
and separately
TOTALCMD64.EXE /N /i="C:\temp\test64.ini"

Not in this case. OP uses only slighty changed TC and this "bug" looks like with default keyboard settings. It would be interesting to check with disabled "extra lines below cursor". As now this is only chance to fix.

After unchecking the extra lines below cursor, the problem seems to have disappeared.
Will report if it comes back
