A lower menu has appeared, from which we can can navigate to subfolders of
the parent folder whose name I moved the cursor to in the panel.

And here we bring up the context menu - as in the explorer we would do it.

This only appears if you have disabled "Layout" -> "Auto-open when moving mouse over it"A menu of a form of a Black panel with a white triangle looking down.
But even if I disable the option, I can still not bring the "context" menu you show up.
If I right-click (long) on the directory in the breadcrumb bar I get a menu with a simplified History (like the History list from before TC 11.09)
If I right-click (short) anywhere on the breadcrumb bar I get a Windows context menu for the current directory, not for the directory part I click on
IF I drag a file and after the dragging is started also press the right mouse button, place the mouse over a directory in the breadcrumb bar (still pressing right AND left mouse buttons), and then release the left mouse button, then the file is moved to that directory.
So it seems that we have to find out why you get a context menu while I don't. First step in that process is for you to test if you also get that context menu if you start TC with a clean ini file???

I can also get - BUT! due to the fact that I got the repeatability of a kind of erroneous display of the context menu,
at first I decided that this "other" menu was just another bug that needed to be written about.
But I just didn't find the exact steps to easily reproduce it. And that's why I haven't issued a topic about it yet.
But it doesn't seem worth it. It seems like this menu turns out to be normal and mandatory for this panel?
And this one is just because I have never seen such a menu in any other mouse operation situations in this GUI region...
And now - I have to somehow unimaginably difficult to click the mouse keys to bring up this special history menu.
The context menu is simply bring up here in the most elementary way in contrast.
And yes - it's worth apologizing about the menu data source - of course it's the current open folder.

That is why I assumed that you were not using a clean ini file.I only turned ON dark theme.
Can you reproduce it without dark theme - the Dark mode has been prone to cause all kinds of unsuspected behavior through it's history

On you screenshot, I can see that you are in a folder tab named Documents - is that the physical Dosuments folder in your user profile, or is it the virtual \\Documents folder?
Can you reproduce the problem, when not in a folder tab. (with a clean ini-file there should not be a folder tab visible if only one tab is open).
If you drag file with both mouse buttons pressed (in order to move it) you are supposed to release the left button first when you drop the file.

state that is an error in my opinion when it happens in this area - above this bar.

As I told you earlier if I make a short RIGHT-click on a folder in the breadcrumb bar I get the context menu for the current folder (not the folder I click on).
And if i do a LONG right-click I get the old-style Directory history.
If I left-click on a folder in the breadcrumb bar the little "menu" with the down-arrow pops up - unless I have enabled "Auto-open when moving mouse over it", then nothing happens - or, if the breadcrumb menu has opened, the menu is closed
But I certainly don't get any context menu just by hovering a part of the path in the breadcrumb bar.

Two actions - one after another. Don't you read it so? Picture is a result of these both.

About that I already wrote that I apologize for misinterprets about the "target" folder in my initial post. Sorry - was wrong.if I make a short RIGHT-click on a folder in the breadcrumb bar I get the context menu for the current folder (not the folder I click on).
Because yes and in my case - my context menu which was called by RMB - has as a target a currently opened folder.
And not the folder I click on.
Long/short RMB - In most cases (17/18 from 20 attempts) I will get a simple folder context menu.
And only in the remaining cases do I get this old-style of the visited folder history menu.
BUT by this point, I clearly don't understand what type of mouse click I did it with. I'm tired of
repeating these simple movements...
And regarding the full conditions for reproducing the problem.
Here you asked me to do everything on a clean INI file, but we forgot
that I described my problems in addition to those that the topiс starter had.
And he had the option turned off:
"Configuration" -> "Misc" -> "Get confirmation before" -> "Drag&Drop (copying files with mouse)"
(it is enabled by default in a fresh INI)
