2sgp Ok, I've got it. It seems very strange. I never seen this before.
What mouse you use? Do you use standard MS mouse driver or manufacturer driver?

Same thing with two different mice
logitech trackman marble - PS/2 port
logitech trackman wheel - USB port
both with standard MS driver version 5.0.2183.1 (win2k)
trackman wheel on 2 different PC, one win2k the other winxp

processor intel pentium 3 EB
no hyperthreading
comctl32.dll 5.81.4916.0400

different processor and likely different cmctl32 on the winxp PC (can't check now).
is there any other viewer plugin that shows columns like yours? so I could compare if it's got the same problem.

the other PC with winxp is using comctl32 6.00.2800.1106
I also tried booting winxp on the first (win2k) pc (at top of this message), guess what? I can drag the columns with no problem. It's using exactly the same TC folder. Summary: PC1 with win2k problem. PC2 with winxp sp1 problem. PC1 with winxp no problem.

Check state of "Show window content while dragging" option. If it is disabled turn it on.
On Windows 2000 it resides on DisplayProperties->Effects tab
On XP it resides on MyComputer->Properties->Advanced->Performance->Settings

2 vadiMGP: this option was off on my PC. I turned it on but the problem didn't go away, sorry. I'm going to turn it off again, I don't like this option checked.
