I have multiple tabs on both sides.
I issue the command: Save tabs on both sides to file.
1. If the current tab is not locked the view settings are correctly saved (Brief, Full, etc).
2. If the current tab is a locked one the view settings are NOT saved.

I cannot reproduce that. Here is what I tried:
1. Start TC with no tabs
2. Create a few tabs on both sides
3. Right click on the tabs
4. Choose "Save both sides to file", save as test_unlocked.tab
5. Right click on the current tab
6. Choose "Locked"
7. Choose "Save both sides to file", save as test_locked.tab
Result: The two tab files are 100% identical, except for the "locked" state.
What are you doing differently?
1. Start TC with no tabs
2. Create a few tabs on both sides
3. Right click on the tabs
4. Choose "Save both sides to file", save as test_unlocked.tab
5. Right click on the current tab
6. Choose "Locked"
7. Choose "Save both sides to file", save as test_locked.tab
Result: The two tab files are 100% identical, except for the "locked" state.

It seems that the problem is not related to the locking state of a tab at all.
1. I started TC with a clean ini.
2. I pressed Ctrl+T to have 3 tabs in left panel (works also with only one tab)
3. Right click on tabs > Save tabs (on both sides or just one side) to file > Saved as unlocked_full.tab
4. Switched the current tab to brief view > Saved tabs as 'unlocked_brief.tab'
5. Loaded unlocked_full.tab > Full view is activated again
6. Loaded unlocked_brief.tab > The tab is still in full view not in brief view as I specified at step 4.
7. I did compare the two tab files > Identical files.

If I remember correctly, the view mode of the current tab is not changed when you replace all tabs. It's debatable whether this should be changed or not. I will have a closer look at it after the release of TC7 final.
