asciii descript.ion sentence-word-strings are shown not correctly in yellow tips when win32-style tips selected.

Kindly check your settings under Configuration => Options => Operation.
Lower part of the box titled "File Comments".
There is a setting to use "DOS character set". (This is the ASCII character set as apposed to the Windows ANSI character set.)
If I untick "DOS character set", then German umlauts entered inside 4NT in a file comment will no longer be displayed correctly inside T.C.
If I tick "DOS character set", then German umlauts entered inside 4NT in a file comment will be displayed correctly inside T.C.
BBS comments will always use the DOS character set (ASCII), so it may be a good idea to tick the "DOS character set".
