I don't know why I can't change the language in Vista (Bussines).
I'm logged like administrator.
Also, I can't preserve the settings.
My wincmd.ini is in TC directory.
Which is the best solution to keep this file in Vista?

By default wincmd.ini is placed in %APPDATA%\GHISLER under vindows Vista - so run SET in a DOS console to see the location of %APPDATA%

I assume that You installed TC under "Program Files".
With enabled UAC, Vista does not allow to modify files below "Program files" (even if your account has administrator rights).
This is only allowed if you run TC "as Administrator"; or disable the UAC (not recommended); or if you change the config files "access permissions" for your account.
My preferred way to use TC under Vista is the installation path "C:\Tools\TotalCmd" and "UseIniInProgramDir=7" set in wincmd.ini:
- no problems with long path names
- no problems with any plugin installation
- and by default correct access rights

Just out of curiosity (I don't have Vista) - is C:\Tools a standard directory under Vista, or is it a dir you make yourself?

I think that more sure is the problem comment by HolgerK. Look that Windows Defender or a firewall like Comodo is not blocking TC, too.

BTW: Do you know a method for override the confirmation dialog when an application is launched in administrator mode by default?

This seems to be "by design": Why can’t I bypass the UAC prompt?
With enabled UAC, the only way to start such programs without any UAC-Dialog, is to start this programs from an already elevated process. For example, if you run programs directly from an administrator command prompt.
But in this case all programs will be executed with higher privileges.
Maybe TC's mechanism (TCAdmin.exe for file system operations in protected areas) can be re-used to selective start programs as administrator, asking only once for consent.

Using XP, I was always too lazy not to use the full admin account.
In Vista, I am working as administrators in “Admin Approval Mode”, and after six month of work with vista on a daily base the “Prompt for consent” dialog does not appear every minute.
Also I still not notice the ego shooter reflex: “Cancel or allow?” -> “Click Okay” as fast as you can.
