1. Install TC into some new folder and make sure that the option "Install all other languages" was set to No.
2. Check that the Language directory contains only one file WMCD_ENG.MNU.
3. Start the installer again, select "Replace installed version (Update)" option.
4. Now all the language files are present in the Language directory.

Is this not the same issue which has been reported and discussed here? Direct upgrade install passes also all other language files.

Not exactly. In that thread it was replied that TC looks for additional language files, and if any of them is present, all other language files are installed. But in the case I reported, there are no language files at all!
