TC7.5PB3-TC7.5PB6 on WinXP or WinNT (possibly the other versions also, but not tested).
By steps:
1. Drag&drop a *.bar file from TC panel to the current buttonbar
2. Choose "edit linked buttonbar" from context menu.
3. If *.bar file doesn`t have spaces in the path all his items will be shown.
If*.bar file has spaces in the path it will be not shown properly. Only the first item is visible.

Confirm.
TC just shows temporary toolbar with the only return button and doesn't save any toolbar changes. I tried to find new bar file in parent folders but I found nothing.
I found one strange thing. When editing such bar with spaces in name, TC shows its path in quotes. Maybe this is a reason? BTW, when I press '>>' button and choose this bar file, TC edits it normally.
I found a reason! When you add a bar file with spaces in path, TC adds a button with quoted path! And 'Edit linked button bar' command can't understand quoted name (but TC opens this bar and shows bar as menu normally). So, if we remove quotes in button command, TC will allow bar editing.

I can confirm that too - just remove the quotes, and it will work. Should be easy to fix.
