On my Windows 7 x64 order of items in file list popup menu changes depending on the fact whether file I right-click on is associated with application or not.
Example
Right clicking on C:\pagefile.sys brings the following menu:

For C:\test.ext (unknown extension)

For C:\test.txt (known extension)

Clearly "X64" and "View (Lister)" menu items move below "Pack files" (notice that separator is also missing) when file extension is unknown.
I also noticed that "Pack files", "X64" and "X64>Configure" items have no assigned keyboard accelerators (I believe that's the proper name of an underlined letter in popup menu).
Another irritating issue is that "Properties" menu item at some point just stops displaying file properties dialog ("X64>Properties" always works fine). Restarting TC does help sometimes.

TC tries to add its own menu items as intelligently as possible, but it really depends on what Windows returns where the menu items will land.
