Startup splash encoding bug (all betas)

OS: Win7 32bit, system code page: 1251 (tested on multiple such systems)

Splash looks like this:

while in window header "beta" letter is OK

This isn't currently supported - since it only affects the betas, it's currently not planned to implement it because the amount of time required is too high compared to the gain.
