Is there a packer plugin for the Mugen Sff format?

If you mean SFF fax files, there is a plugin here:

The mugen sff file format is usually used to pak images and sound files that get used in a game engine.

I think this is the format of the sff, it also seems to have source code here.... http://www.allegro.cc/forums/thread/342381/343510#target

Sorry, in this case there is no TC plugin yet. Maybe someone will take that source and write one...
