?"Problem with Shortcut" for file.xml.url

I have normal URL shortcuts created from the browser, like file.url, which load ok when pressing ENTER in v.8.51B2.

But after renaming them file.xml.url, I'm getting

The target “” of this Internet Shortcut is not valid. Go to the Internet Shortcut property sheet and make sure the target is correct.

Double-clicking from Explorer works, of course.

I do not get this problem here with Firefox as the default browser. Which browser opens when you double click file.url? The error message seems to come from that browser.
