Is there any plugin or wiz allow me to delete locked file?

I've been searching for a wiz or plugin allow me force delete locked file in Win 8 64bit.

I try many wiz, like unlocker, lockhunter and TC plugin named Redlock , none of them work.

I personally use lockhunter and fileExile But sometimes, i simply use a runonce command to delete the file at next start ! This can be automated with a tool like Reboot Delete File Ex
