[9.0a] Text thumbnails for desktop.ini don't work

Instead I get system icon for ini files.

Relevant options:
ThumbExplTypes=*.* | *.htm *.html *.ini
ThumbIrfXnTypes=*.*
ThumbOptions=11
ThumbPlgTypes=*.*
ThumbTxtTypes=*.txt *.ini

All other *.ini files do get thumbnails. Using explorer or plugins doesn't play a role (untick both - still no text thumb), as well as hidden/system attributes of those desktop.ini files.

desktop.ini is treated differently by Windows. for example, you can't get an item-idlist for these files.
