FTP download speed

Without "speed limit" I download with 512 Mbit/s = 50-55 kbyte/s.

If I apply a max of 4 kbytes/s I get the requested speed.
If I apply a max of 9 kbytes/s I get the requested speed.

If I set to a max 10 kbytes/s I only get appr. 2.5 kbytes/s.
If I set to a max 20 kbytes/s I only get appr. 5 kbytes/s.
If I set to a max 40 kbytes/s I only get appr. 10 kbytes/s.
If I set to a max 160 kbytes/s I only get appr. 37 kbytes/s.

AFAIR, this has worked flawlessly in the past, but having 2 digits in the speed limit, seems to divide the result with 4 ??

I've tried it now at WinXP Pro (SP2) and it works correctly on my computer.
