For me this is not caused by the latest Windows updates.
I have it since the first 9.5 beta under Windows version 1903 and now with version 1909.
Its the line which should contain the tabs but these are not shown at all.
For me the problem comes from the TwinKey plugin.

Not confirmed. Seems to be a problem with color configuration. Try changing the color for active panel text or background in Configuration - Options - Color.
