Layout irregularities
I would just like to mention some details that don't seem right to me:
- column header 'Name' has missing border line on left side in both panels but after remove my Custom columns the line appeared
- right panel, its right borderline is too close to the right border of the window. It should be in the same line as the right border of the command line.

Are you using Windows classic theme? There are currently reduced lines in classic theme than in normal theme. This is intentional.

I don't believe I'm using classic theme. Just theme out of the box in Windows 10 and only adjusted colors, background and cursor.
As I said the missing border reappeared after deleting my Custom columns so it is solved for me but strictly speaking could be considered as a minor bug something alone the lines of 'existing custom columns may result in missing border'. To be honest I'm pretty sure that not many people will notice, I've learned that these small difference in the UI is not often noticed by others in the IT projects I work in.
As I said the missing border reappeared after deleting my Custom columns so it is solved for me but strictly speaking could be considered as a minor bug something alone the lines of 'existing custom columns may result in missing border'. To be honest I'm pretty sure that not many people will notice, I've learned that these small difference in the UI is not often noticed by others in the IT projects I work in.

Windows 10 doesn't have classic theme, so you aren't using it.
I don't have any missing borders in Windows 10, not even with custom columns. Maybe it's a settings problem? Can you try running Total Commander with a fresh ini file, e.g.
c:\totalcmd\totalcmd.exe /i=c:\totalcmd\test.ini
?

Actually I can reproduce it in Windows 10 1909 with a clean ini file where I just make one new Custum Column - it is only in the 64bit version that I see it.

Sorry, I will not change that. There are so many different modes where this would have to be changed, it's almost impossible to get it right.right panel, its right borderline is too close to the right border of the window. It should be in the same line as the right border of the command line.

Confirmed fixed In TC 9.51 RC2 under Windows 10 1909I was able to fix the missing left border problem, please check!

In normal (non dark) mode, for 64-bit only and only with folder tabs visible, the borders are still missing a the left of "Name" and at the right of "Attr".
Other details that caught my eye:

- The position of the text label within a column header is 1 pixel more to the right with the 64-bit version, but only for columns that are not used for sorting.
- For the columns that are used for sorting, the separator line at the left of the column header is removed for 32-bit, but not for 64-bit. Screenshot
- There is a gap in the borders of the Attr column header when using the 64-bit version and folder tabs are visible. Screenshot
