Ctrl+Shift+C - what is this?

After pressing Ctrl-Shift-C the tooltip appears: '1. Click or Shift Pastes, Right Click or Ctrl Closes' followed by filename which is currently stored in clipboard.

And it seems I can't redefine this hot key to another command.

What does it means?

It looks like work of some other program. On my computer Ctrl+Shift+C works absolutely the same to the Ctrl+C.

Ah, yes. Thank you for pointing me: this is ArsClip, the clipboard extender I use.
