TC unresponsive after return from other programs

TC is amazing and I have used it for many years. However, a few days ago I started having bad issues with it.

This looked like it started after I upgraded TC, but downgrading or reinstalling does not help.
I launch something (like an image viewer or any another program) by clicking on a file in TC and then exit that program to return to TC.
Now TC becomes unresponsive. It hangs (spinning circle). After a few seconds the title bar says 'not responding' and after another 3 seconds, TC becomes responsive again.

This happens even if I have only C: and no network drives on the left and right tabs.
I have tried three different versions of TC, including 8.51 and 9.51.
I have tried both 32bit and 64bit versions.

I am running Win10, but TC has worked well on Win10 on the same machine for a year before this.

Nothing seems to help so far, so I appreciate assistance.

Maybe a log from filemon could help? www.sysinternals.com

Thanks, but it seems filemon no longer exists for download, so I got "Process Monitor" instead.
What data do you want in that log? It can include huge amounts...

By the way, I excluded TC folders from antivirus scans - no improvement.
I also unistalled antivirus - no improvement.

Have you tried to run TC with a clean .ini file to rule out wrong settings or bad plugins?

Another reinstall helped, not sure why.

...and now it is back again (!)
Another uninstal-reinstall has not helped.
