Forum updated to PhpBB 3.3.2 and PHP to 7.3.x, please report any problems here!

I have just updated this forum from the old 3.2 branch to the new phpbb 3.3.2.

I need to do this so I can switch to php 7.3, because MediaWiki has announced that the version I use is no longer supported, and the new version requires php 7.3. Since phpbb 3.2 only supports php 7.2 and older, I needed to update the forum too.

I have also updated PHP from the 7.2.x to the the 7.3.x branch now.

Please check whether everything you use still works! I had to re-apply all my changes like the captcha when forgetting the password, the cookie warning, and the links to the GDPR privacy policies.

I have also updated the following extensions:
- external links (now shows an icon for links opening in new tab)
- simple spoiler
- mod break
- privacy protection
- smart feed
