Used Total Commander for many years since it was called Windows Commander. However, never thought about this checkbox until today!
Total Command supports split/combine files, which is a raw operation and the file will be corrupt until fully combined.
It also supports packing into a Multi-Part archives (for disk spanning), via a checkbox on the "Pack files" screen described above. However ... how does one specify the maximum size of each archive part? Quite bizarre that it doesn't just ask before it starts packing, though maybe it's an undocumented INI setting?

The setting is meant literally, as can be seen in the help (press F1 when in the pack dialog):
A multi-disk archive is not necessarily the same as a multi-volume archive. The size of all parts is (usually) the same for the latter.

Select this option to pack one archive over multiple disks or USB sticks. This works only with zip, arj, rar and ace. The ZIP method allows you to unpack selected files from all disks, whild arj's method only allows you to either unpack all files or selected files from one disk at a time. So it's recommended to use the ZIP method. You will be asked to swap the disk/stick or to give a different location when a medium is full.

I believe that option is from floppy disk times. The size is according to available disk space on the target medium, and after filling it, TC will make a pause and ask for another removable device to be inserted.
If you want to create a multivolume archive of arbitrary size, use -v<size> switch after filename in the pack files dialog box. That's for RAR archives.

TC will also ask for the size when packing to a non-removable medium.
