New setting: NewTimeZoneMethod=2

Now we (in in the CEST zone) just entered daylight saving time - and again this issue annoys me.

As it is said here: viewtopic.php?p=277139#p277139 - NewTimeZoneMethod=0 is ideal when you use FAT32 - and NewTimeZoneMethod=1 is ideal for NTFS.

So I suggest a new setting: NewTimeZoneMethod=2
Which would work as setting 1 on NTFS drives and as setting O on FAT drives (and inside archives) - is that feasible?

They seem to follow the FAT method, as I wrote: "(and inside archives)" - at least for zip files

EDIT: Tested 7z and rar files. 7z files behaves like NTFS and rar files behaves like FAT.

There may be different behaviour for old rar and rar5 archives.

You are right I just tested with an old rar v. 4.10 - it behaves like NFTS.
