Disabled Wincmd.ini location during installation

Hello,
I have a friend who has a problem installing TC V10rc1. During the installation he cannot set or change the location of the wincmd.ini file to the program directory. This option is disabled.
Could someone tell me what the reason could be and how we can fix this problem.

The option is disabled intentionally when installing to a read only directory, like any directory under "Program Files" or "Program Files (x86)". You cannot write there even as a user with full rights, unless you launch a program with higher user rights (which is not recommended).
