Hello,
I can see difference in the behavior of this option in 9.51 & 10 /win7(32) for same files
Not sure if this is bug or something was fixed?
It's hard to explain as for different files I have diff behavior & I'm not sure about creation time & winrar version of the files..
For one file (option on/off) I have behavior in 9.51 that this option doesn't change anything & for same file in 10 I see differences
For another file (option on/off) I have complete opposite behavior in 10 nothing change & differences appears only in 9
Differences are stable/similar, it looks like 9 has 1h in one way & 10 has 1h in the other way?..

is the value of the NewTimeZoneMethod the same in the [Configuration] section of your wincmd.ini for your TC 9.51 and your TC 10.00?
if you dont have that setting in your wincmd.ini then the default is 1 for Windows 7 and newer and 0 for older Windows versions.

I have NewTimeZoneMethod=0 in both versions.
Sorry I totally forget to mention where I have this diff behavior, so I have this in the "Synchronize Directories", so basically when you start to compare packed rar with unpacked folder of similar content

I guess the option you are referring to is: "Configuration" -> "Options..." -> "Operation" -> "NTFS daulight saving correction" -> "Ignore 1 hour time delay"
Here by me it gives the same results if I use it in TC 9.51 and TC 10.00 using "Synchronize Directories" with with a .rar file and the unpacked files.
I tried both with a rar file packed at current daylight saving period and one packed at summer daylight saving period.
Do you see the same difference if you start your two TC's with a fresh .ini file

I tested with clean ini & I see definitely different handling of NewTimeZoneMethod=0 setting between 9/10 & getting time from rar file, this probably causes diff in the comparison

Basically it's not about "Ignore 1 hour time delay" setting itself, but differences in the results of the "Synchronize Directories" in 10, I get used to results from 9 where I have 0 difference, & in 10 i have thousands of thousand differences & I lost control over this haha

I can confirm that with NewTimeZoneMethod=0 TC 9.51 and TC 10.00 does not show the same timestamp for the files in your deb.rar file <https://madsenworld.dk/tcmd/deb.rar>. The file license.txt is shown with the time 15.57 in TC 9.51 and the time 14:57 i TC 10.00.
I believe that it is TC 9.51 not TC 10.00 that treats timestamps in .rar files wrongly with NewTimeZoneMethod=0
If I pack the content of deb.rar to a .zip or a .7z file then the timestamp for license.txt is shown as 14:57 - so it seems that TC 9.51 handles the time wrongly.
With NewTimeZoneMethod=1 both TC.9.51 and TC 10.00 shows the timestamp for license.txt as 15:57 in .rar, .zip and .7z files.
I then took look back through the TC versions to see how the timestamp was treated for the license.txt file in .rar files:
