Is there a hidden file desktop.ini in that folder "Bar"? If yes, what does it contain?

IconFile=BAR. ico
IconIndex=0

In most cases, there is no problem with the display, but sometimes it can be displayed only after the TC is restarted

Is it a typo - or is there really a space between BAR. and ico?
Also the folder Bar has to be marked as system and or read-only - if not, the icon from the desktop.ini file will not be used.

Attribute is +RA,I think you are thinking in the wrong direction. In fact, restart can solve the problem, Sometimes TC make some strange mistakes, such as taking a photo as a thumbnail of a folder. Of course, this does not often happen

Try changing this to a full path, otherwise the ico file may not always be found, and also remove the extra space:
[.ShellClassInfo]
IconFile=c:\path_to_file\BAR.ico
IconIndex=0
IconResource=c:\path_to_file\BAR.ico,0

IconFile=c:\path_to_file\BAR.ico
