This bug was first noticed in Downloads virtual folder: none of downloaded TC installers have the standard TC icon. Generally, for resource icons of files in any virtual Windows folder, TC does not show the proper icon; the general icon is shown instead. Opening such folder in Explorer (by right-click "..") shows the icons properly. Apparently TC cannot read the resource icons from these folders.
1) Select your Computer (drive overview) in drop-down drive list (it's usually shown like \\This PC\*.*)
2) Go to Downloads virtual folder (like \\Downloads\*.*), look at the *.exe icons there
3) Open the same virtual folder in Explorer.
Another example: you can place any *.ico file to Pictures virtual folder; open this folder in TC (empty icon) and in Explorer (correct icon).

Not confirmed, it works here even with a fresh wincmd.ini. Maybe you have disabled certain icon types in
Configuration - Options - Icons.

Yes, I found a problem: it's an option "EXE/LNK not on net". When selected (at least it's a default setting here), TC doesn't show exe icons in virtual folders as well as *.ico icons. If this checkbox is clear, both *.exe and *.ico icons are shown.
It can be counted either as a bug (these particular folders are local) or a behaviour by design (all virtual folders are counted as remote).

This is done because there is no way to find out whether a virtual folder is local or remote (think of companies where the folders are located on servers).
