Does anyone else have this bug?

Does F1 alone work to open the help? If not, you may have a multimedia keyboard where the F keys are used for different purposes, e.g. to change the screen brightness or audio volume. You will have to press an extra key which is labeled Fn or F-Lock or similar.
It's also possible that another program has reserved Ctrl+F1 for itself system-wide.
You can try hotkey detective to find out which program is
using these keys:

Important:
On 64-bit Windows, must run both the 32-bit and 64-bit app! Otherwise you would only find 64-bit programs (or 32-bit for the 32-bit verison) which have reserved the hotkey for themselves.
It's also possible that another program has reserved Ctrl+F1 for itself system-wide.

All three are working fine here. I'd be looking at a function key hijack by some other app too. Possibly NVidia video card multimedia settings app.
