Enable phpBB image uploads

It's often handy to show a screenshot or otherwise illustrate a problem.

Currently, forum members must upload image elsewhere and link it via BBCode [img] tag.

I propose to enable "native" uploads which are supported by phpBB.

It's the size of all the uploaded images.

It can be restricted to something reasonable. E.g. 128Kb limit per image.
