Two culprits come to mind:
Dalai
- A keyboard whose F keys can be switched to a different mode instead of their usual F key presses. Such keyboards have a key, e.g. Fn, to toggle between these modes.
- Some background software registered specific hotkeys globally. nVidia GeForce Experience is notorious for this, although not F6 but rather F7 IIRC.

Culprits found, turns out it's Microsoft Pinyin IME shipped with windows captured shift+f6. hotkey-detective seems not able to capture this

The problem does exist, just switching to Microsoft Pinyin IME makes Shift+F6 not work, and it seems that other software has the same problem. According to the Windows built-in "Feedback Hub" App, Microsoft has solved this problem, but just for Canary Channel...
