Click on Help => About Total Commander
In the About box check the "Settings Files".
The first one will tell you the location of your INI file (wincmd.ini).

Select menu option Help / About Total Commander to see where the wincmd.ini file is located.
You can change the wincmd.ini file directly by using menu option Configuration / Change Settings Files Directly.
The registration screen can only be disabled by putting a license file (WINCMD.KEY) in the program folder or in the same folder as the wincmd.ini file, or by importing the license into the Windows registry. Perhaps you mean the splash screen?
