Those buttons are so-called speed buttons, which don't have window handles and cannot be focused. The idea is that the file list doesn't lose the focus when clicking one of these buttons.

Actually there's a small GUI bug with these buttons.
When they are checked they display a focus rectangle: Image

That should also be on purpose - the rectangles are put there (by TC) because the pressed state can be difficult to see, especially with Windows XP skins.
