tc8 compression rate 0->10 ten can't be selected

The behaviour described in the bug report is either by design, or would be far too complex/time-consuming to be changed

10 would be LZMA. It's disabled by default because it makes the ZIP files incompatible with all other packers except for a few like Winzip.

You can enable it by adding the line
LzmaAllowed=1

to section [Packer] in wincmd.ini. But I really don't recommend it.

Agree. LZMA is native for 7z, but not zip.
