To do:
1. start TC with empty ini
2. find any 7z sfx you have (I've found firefox installer in my video)
3. try to F3 on any file indide
4. get config-window for packer plugins
5. repeat step 3 and get step 4 again and again...

Not confirmed. Maybe you don't have write rights to your wincmd.ini? Please check in menu Help - About Total Commander where it is located.

No rights-problem with XP on FAT32 drive, user is Admin.
Looks like TC don't save packer parameters and reminds again if pushed "cancel".
